Principal
Adnan works at the intersection of law, governance, and public policy. He advises state institutions, ministries, SOEs, and public institutions on legal and regulatory frameworks that are clear, implementable, and aligned with institutional objectives. His approach combines legal rigor with practical institutional insight, strengthening governance and supporting sound decision-making in practice.
He currently advises BP Tapera on the redesign of Law No. 4 of 2016 on Public Housing Savings (Tabungan Perumahan Rakyat) following a Constitutional Court ruling that declared the law conditionally unconstitutional. He has also recently led a working group established by the Ministry of Law to formulate the Guideline for the Preparation of Regulatory Urgency Documents (Pedoman Penyusunan Naskah Urgensi Peraturan Perundang-undangan). These guideline are intended to standardize the documents that must be prepared by ministries and other governmental institutions when initiating the making of new laws or regulations.
